Issue following VOXL2 unbricking Guide

Hello! I'm encountering an error when following the VOXL2 unbricking guide. I'm getting an error when running the Flat Sat Build:
I uncommented the print(error_str) line in the image-flash.py to obtain the error string above.
I can run Provision and CDT just fine, but the Flat Sat Build will not work. There is an issue with failing to load external entity and I am not sure how to fix this. Any help is appreciated!
Extra information:
- I can run lsusb and have the device show up
- adb does not list any devices
- I have the VOXL2 M0054-1
