Questions on Startling dev kit / NDAA compliance

Hello,
I am considering using the Startling as a dev kit for some applications, but have a few questions first:- I just wanted to confirm that the Startling is fully NDAA compliant.
- What NDAA-compliant controller do you recommend? I am guessing that the iFlight Commando 8 is not (but I could be wrong)- hence this question and the previous.
- What is the additional payload capacity? I understand added payload will shorten flight time; I am more concerned with being able to retain control.
- Assuming you are familiar with flying drones (incl. Part 107 certification) and are general tech savvy, but no PX4 experience, what is the typical learning curve to get airborne with decent functionality?
- What is the additional learning curve if I wanted to incorporate a few of my own sensors in an outer control loop? Just looking for rough ROM.
