I have already setup the ip address according to the website, but still fail to connect.

QGC always show waiting for vehicle connection.

Can you please log in to the voxl, run the following commands, and share the output?

after one day, when I go back to lab, it is connected. It seems ok now. 
But I would like to know, which service should be turn on?

Those services look correct. voxl-vision-px4 is the main service that would be routing MAVLink packets from a network interface into the flight controller
